It is a device for casual users to perform day to day light tasks with 2 GB RAM and Snapdragon 425 chipset. Samsung low-mid range phones have a reputation for receiving good network signal, GPS, higher sound quality (Galaxy J4 for sure with Dolby Atmos sound) etc. Their hardware and software quality is also consistent that ensures long-life of the battery and device when handled with care.
Android Pie upgrade is definitely a plus which shall provide stability and security for the upcoming years. Apps compatibility would also be great. 6 inches HD+ display is a good fit for those looking for a somewhat larger display. The 13 MP back camera quality should be excellent in this price range and the 5 MP front camera with f/2.2 aperture is reasonable in quality. There is also a face unlock system, but no fingerprint sensor in this gadget. The storage capacity of Galaxy J4+ is great with 32 GB ROM and up to 512 GB dedicated MicroSD support.
